Having it executed from 1781 to 1788, it was not as effective as it was supposed to be. In the summer of 1787 55 delegates to the Constitutional Convention in Philadelphia gathered to create a document, which could efficiently observe the powers of government and its branches. A year later this document was ratified by the colonies and put into execution, making up what is known as the oldest functioning constitution in the world.
