The Queen's role, however, is limited to "the right to be consulted, the right to encourage and the right to warn."1 She exercises these rights when she tenders non-partisan advice to the PM during her weekly meetings where she is kept informed about Cabinet business. The Queen also has access to government papers, reports from ambassadors and minutes from Cabinet meetings. As part of the legislature, the Queen is the 'fountain of justice'; although she has no powers to make or suspend laws, she is complicit in the legislative process with the duty to give Royal Assent to Bills before they pass into law.
